Title

Approving a Special Law enacted by the Minnesota State Legislature during the 2026 Regular Session allowing the City of Saint Paul to issue on-sale intoxicating liquor licenses to the Science Museum of Minnesota and the Union Depot for sales on the premises any day of the week.

Body

WHEREAS, During the 2026 Regular Session of the Minnesota Legislature, the State of Minnesota enacted 2026, Laws of Minnesota, Regular Session, Chapter 48, Section 3, ("Special Law") which allows the City of Saint Paul to issue on-sale intoxicating liquor licenses to the Science Museum of Minnesota, located at 120 West Kellogg Boulevard, and the Union Depot, located at 214 Fourth Street East, or the concessionaire or operator of each, for use on the premises any day of the week; and

WHEREAS, The Special Law must satisfy the requirements of Minnesota Statutes section 645.021 to be effective, which requires approval by resolution of a majority vote of all members of the governing body or unit, here the Council of the City of Saint Paul; now, therefore, be it

RESOLVED, By the Council of the City of Saint Paul, the Special Law is in all things adopted and approved; and be it

FURTHER RESOLVED, That the City Clerk, as the chief clerical officer of the City of Saint Paul, is directed to prepare and file with the Secretary of State, in a form prescribed by the Attorney General, a certificate stating the essential facts necessary to the adoption and approval of this law in compliance with Minnesota Statutes section 645.021, subdivision 3, as failure to file a certificate of approval before the first day of the next regular session of the legislature is considered a disapproval by the City.
