Authorizing the Police Department to accept the 2017 Edward Byrne Memorial Justice Assistance grant and amend the 2018 budget for these grant funds.
Body
WHEREAS, the City of Saint Paul, Police Department has been awarded the 2017 Edward Byrne Memorial Justice Assistance Grant (JAG); and
WHEREAS, this grant provides funds to support all components of the criminal justice system, from multi-jurisdictional law enforcement, prosecution and court, prevention and education, corrections and community corrections, drug treatment and enforcement, planning evaluation and technology improvement, crime victim and witness, and mental health programs ;and
WHEREAS, the City of Saint Paul, serving as the fiscal agent for this award, will share the grant funds with one disparate jurisdiction within Ramsey County and each jurisdiction’s allocation will be used for activities and projects that will provide meaningful and measureable outcomes consistent with the goals of the grant; and
WHEREAS, the department was awarded $249,729 for the grant term through September 30, 2020; and
WHEREAS, a 2018 financing and spending plan needs to be established and activity added for these grant funds; and
WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $50,000 in excess of those estimated in the 2018 budget; and
WHEREAS, the Mayor recommends that the following addition be made to the 2018 budget:
THEREFORE BE IT RESOLVED, that council accepts this grant and authorizes the City of Saint Paul to enter into, and Assistant Chief Kathleen Wuorinen to implement the attached agreement with the U.S. Department of Justice; and
THEREFORE BE IT RESOLVED, that the Saint Paul City Council approves these changes to the 2018 budget.
