Appealing exception to the 3% cap. There has not been significant improvement to the property, and if so they are very minimal.  Tenants do not speak/have limited English, and are unaware of this process.  Wage hold at mgmt co, specifically.

WHEREAS, the Legislative Hearing Officer recommends denying the appeal; Now, Therefore, Be It

 

RESOLVED, that the Saint Paul City Council hereby accepts and adopts the Legislative Hearing Officer's recommendation in this matter.
