Adopting the Harriet Island to South St. Paul Regional Trail Master Plan.

WHEREAS, the City of St. Paul, Department of Parks and Recreation has developed a Master Plan for the creation of a bicycle and pedestrian trail connection from Harriet Island to Kaposia Landing Park in South St. Paul; and
WHEREAS, creation of a trail between St. Paul and South St. Paul is included in the community supported and City Council adopted Great River Passage Master Plan; and
WHEREAS, the Department of Parks and Recreation worked together with the Public Works Department, the St. Paul Port Authority, the Metropolitan Airports Commission (M.A.C.), the City of South St. Paul, and Dakota County to develop the Harriet Island to South St. Paul Regional Trail Master Plan; and
WHEREAS, the Council of the City of Saint Paul in Resolution 11-1352 authorized the Department of Parks and Recreation to jointly, with Dakota County and South St. Paul, apply for a Surface Transportation Program (STP) grant to construct the proposed trail; and
WHEREAS, St. Paul, together with Dakota County and South St. Paul, was awarded a $5.5 M grant to help fund the construction of Harriet Island to South St. Paul Trail in 2017; and
WHEREAS, the Saint Paul Planning Commission has reviewed the plan and with the recommendation of the Transportation Advisory Committee, passed a resolution on May 3rd recommending the Mayor and City Council approve and adopt this plan; and
WHEREAS, the Saint Paul Parks Commission has reviewed the Master Plan and on May 8, 2013, passed a resolution recommending that the Mayor and City Council adopt the plan; and
WHEREAS, the Dakota County Commission has a pending resolution supporting the Harriet Island to South St. Paul Regional Trail Master Plan; now, therefore, be it
RESOLVED, that the Council of the City of Saint Paul approves and adopts the Harriet Island to South St. Paul Regional Trail Master Plan and is hereby authorized to submit said master pla...
