Setting the Solid Waste Service Fee for 2024.
Body
WHEREAS, in 2018, the City of Saint Paul initiated a system for the collection of solid waste from residential buildings with one (1) to four (4) dwelling units; and
WHEREAS, Ramsey County has authority, pursuant to Minnesota Statutes Sections §473.811 and §400.08, to collect charges for solid waste management services provided by others under contract with the County; and
WHEREAS, the City is responsible to fund its solid waste management programs; and
WHEREAS, the City desires to finance its organized solid waste management program by assessing individual property owners for the costs of the program utilizing Ramsey County’s solid waste management service charge authority under contract with the County; and
WHEREAS, the Solid Waste Service Fee covers the cost of program administration, bad debt, late fee reimbursement to garbage haulers under the City’s Agreement with the Haulers Consortium, cart maintenance and repair, and other program expenses; and
WHEREAS, a fee of $33.00 per dwelling unit per year for residential buildings with one (1) to four (4) units will allow for the proper administration of the solid waste management program in 2024;
WHEREAS, the fee of $33 per dwelling unit includes $3.22 per unit for the required State Solid Waste Tax;
NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Saint Paul does hereby adopt the 2024 Solid Waste Service Fee for 2024 at $33.00 per unit per year for residential buildings with one (1) to four (4) units.
BE IT FURTHER RESOLVED, that the Council of the City of Saint Paul does hereby adopt the 2024 Solid Waste Service Fee as referenced above.
