Modifying Area 1 Residential Permit Parking.

WHEREAS, Area 1 Residential Permit Parking was previously instituted on behalf of residents in the Selby Snelling area in accordance with Saint Paul Legislative Code with the following regulations: No Parking 6pm-2am Mon-Sat Except by permit, for all streets within the area except Selby and, for Selby, No Parking 1pm-1am Mon-Sat Except by Permit, and with unlimited permits; and
WHEREAS, significant commercial and mixed use development is occurring in area affecting both off-street and on-street parking for area residents and non-residents; and
WHEREAS, Public Works staff met August 19, 2014 with area residents, business to discuss permit area changes and reached a general agreement; now, therefore, be it
RESOLVED, that:
1. The residential areas which have been redeveloped as commercial and mixed use development shall be removed from the residential permit area and no parking instituted on the east side of Saratoga to accommodate traffic per the attached map; and
2. The number of permits allowed within the residential permit area be reduced from unlimited to 1 vehicle permit and 2 visitor permits per household to more realistically match available on-street parking, past purchase practice and overall parking regulation; and
3. The current permit area regulation on Selby be removed and replaced with limited time parking, 2 hour parking 7am to 8pm with no permit requirements; and
4. The remaining Area 1 street regulation be revised to, 2 hour parking 7am to 8pm except by permit per the attached map; and be it finally
RESOLVED, that these parking regulations shall be in effect and enforced 30 days after City Council approval or as soon as signs are erected, weather permitting.
