Adopting the Ramsey County All Hazard Mitigation Plan.

WHEREAS, the Ramsey County All Hazard Mitigation Plan covers the City of Saint Paul and is a portion of the comprehensive disaster plan mandated by the Saint Paul Legislative Code, Chapter 13, which provides a systemic means of identifying hazards, risks vulnerabilities, capability gaps, strategies and action items to reduce the risks associated with natural, man-made, technological and terrorist incidents and emergency situations, and
WHEREAS, an adopted Ramsey County All Hazard Mitigation Plan will provide a cohesive and comprehensive plan of action for City departments to plan and prioritize mitigation efforts, and
WHEREAS, an adopted Ramsey County All Hazard Mitigation Plan will allow the City to apply for federal mitigation grants designed to fund solutions and initiatives that will reduce the hazards and impact of disasters on Saint Paul, and
WHEREAS, an adopted Ramsey County All Hazard Mitigation Plan will make Saint Paul eligible for additional federal funding to help recovery efforts following a major disaster, and
WHEREAS, the Ramsey County All Hazard Mitigation Plan was forwarded to the State of Minnesota Division of Homeland Security and Emergency Management for review and approval, and to the Federal Emergency Management Agency for approval, and
WHEREAS, the adoption of the Ramsey County All Hazard Mitigation Plan by the Saint Paul City Council is necessary to make the plan official and to initiate federal funding eligibility, and
NOW THEREFORE IT BE RESOLVED, that the Saint Paul City Council does hereby adopt the Ramsey County All Hazard Mitigation Plan as the official City Hazard Mitigation plan for reducing risks posed to the City by natural, man-made, technological, and terrorist incidents.
