Authorizing the Police Department to accept the Joint Power Agreement (Investigator, Human Trafficking Task Force) with the State of Minnesota, Bureau of Criminal Apprehension, and amend the 2020 Special Fund Budget.

WHEREAS, the City of Saint Paul, Police Department (SPPD) wishes to enter into a Joint Powers Agreement with the State of Minnesota, acting through its Commissioner of Public Safety on behalf of the Bureau of Criminal Apprehension (BCA); and
WHEREAS, the agreement allowed SPPD and the BCA to work together to investigate and prosecute human trafficking and sexual exploitation of children; and
WHEREAS, the BCA has presented the agreement which for two (2) years covers Overtime (OT) and fringe for both Investigators ($37,284; $9,321/Investigator annually); and
WHEREAS, the 2020 financing and spending plan needs to be amended and activity budget added for these funds; and
WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation total revenues in excess of those estimated in the budget, funds of $37,284 in the Police Department Special Fund; now
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor that $37,284 is available for appropriation in the Police Department Special Fund, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached financial analysis.
