Amending the financing and spending plans in the Department of Public Works in the amount of $100,000 to accept FHWA funds and outside contributions for the Nice Ride Minnesota Capital Area Expansion Project.

WHEREAS, Nice Ride Minnesota is a local success story, and has also drawn attention nationally, inspiring other cities to develop bike-sharing programs; and
WHEREAS, Saint Paul recognizes bike share as part of a healthy and balanced urban transportation system;
WHEREAS, Nice Ride Minnesota bike share successfully expanded from Minneapolis into Saint Paul in 2011; and
WHEREAS, Nice Ride Minnesota further expanded into downtown Saint Paul in 2012, including in the Capital Area; and
WHEREAS, the Nice Ride expansion into the Capital Area has provided more people with access to bike share, would improve Nice Ride's connections to transit, and enhance the program's visibility as a model for other cities; and
WHEREAS, on June 6, 2012 the City Council approved RES12-996 to enter into MN/DOT Agreement 00813 with the State of Minnesota Department of Transportation in order to facilitate the distribution of FHWA Funds as a pass through grant for Nice Rice Capital Area Expansion; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $100,000 in the Capital Improvement Budgets; so
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor and advice of the Long Range Capital Improvement Budget Committee, that $100,000 is available for appropriation in the Capital Improvement Budgets, as heretofore adopted and amended by this Council, be hereby further amended in the Improvement Budgets in the particulars as specified in the attached financial analysis; and
BE IT FURTHER RESOLVED that the City of Saint Paul also supports Nice Ride Capital Expansion; and
