Authorizing the execution of a joint powers agreement with the City of Minneapolis, Ramsey County, and Hennepin County and application to the Economic Development Administration’s Good Jobs Challenge.

WHEREAS, the City of St. Paul and City of Minneapolis (the “Cities”), together with Ramsey County and Hennepin County (the “Counties”) are planning to apply to the EDA’s Good Jobs Challenge; and
WHEREAS, as part of the American Rescue Plan Act (ARPA), the Economic Development Administration (EDA), a bureau within the United States Department of Commerce, opened a funding opportunity with $500 million of available funding through the Good Jobs Challenge nationally; and
WHEREAS, the Good Jobs Challenge aims to get Americans back to work by building and strengthening systems and partnerships that bring together employers who have hiring needs with other key entities to train workers with in-demand skills that lead to good-paying jobs; and
WHEREAS, the Cities and Counties agree to submit an application consistent with the current Comprehensive Economic Development Strategy (CEDS) to drive regional economic development (the “Project”); and
WHEREAS, the Cities and Counties agree to participate in the Project in the manner outlined in the joint powers agreement attached hereto; now, therefore, be it
RESOLVED, by the Saint Paul City Council, as follows:
1. The proper City Officials are hereby authorized and directed for and on behalf of the City to enter into a Joint Powers Agreement with the City of Minneapolis, Ramsey County, and Hennepin County in substantially the form attached to this Resolution.
2. The proper City Officials are hereby authorized to execute the aforementioned Joint Powers Agreement, any amendments thereto, and any other agreements necessary to carry out this Resolution and the Project.
