Approving the application for change of ownership to the Liquor Off Sale license now held by R & B Five Angels LLC d/b/a East 7th Liquor (License ID #DSIBLLOFS-000546-2026) for the premises located at 385 7th Street East.

WHEREAS, R & B Five Angels LLC d/b/a East 7th Liquor ("Applicant") applied for a change of ownership to the Liquor Off Sale license (License ID #DSIBLLOFS-000546-2026) for the premises located at 385 7th St. E.; and
WHEREAS, On February 24, 2026, the Department of Safety and Inspections sent out the required License Application Notification with a response date of March 11, 2026; and
WHEREAS, On February 27, 2026, the Applicant signed a License Condition Affidavit agreeing to follow all conditions that are in place; and
WHEREAS, The Council finds that the application is in order and there are no grounds to deny approval of the application; now, therefore, be it
RESOLVED, The change of ownership application for the Liquor Off Sale license is hereby approved and issued to R & B Five Angels LLC d/b/a East 7th Liquor (License ID #DSIBLLOFS-000546-2026) for the premises located at 385 7th St. E. with the following license conditions:
1. Licensee acknowledges that the only items permitted to be sold on the premises are those specifically authorized for an exclusive liquor store under Minnesota Statute § 340A.412, subd. 14.
2. The sale of tobacco products requires an active Tobacco Shop license issued by the City of St. Paul.
