Title

Authorizing the Police Department to accept the grant contract amendment for the Community Crime Intervention and Prevention 2024 (Pathways to Policing) grant from the State of Minnesota, Department of Public Safety; authorizing the execution of the grant contract agreement amendment and amending the 2026 grant and grant activity budget.

Body

WHEREAS, the Saint Paul Police Department (SPPD) received authorization to accept the Community Crime Intervention and Prevention 2024 (Pathways to Policing) grant (RES PH 24-99); and

WHEREAS, the initial grant award total was $75,000 with the allocation of $37,500 from June 1, 2024 to June 30, 2025 and $37,500 from July 1, 2024 to March 30, 2026; and

WHEREAS, the State of Minnesota has issued an extension to the grant through June 30, 2026 and reduced the award to $45,000; and

WHEREAS, grant funding supports the eligible expenses associated with individuals who are in a SPPD pathways program and complete Police Officer Standards and Training (POST) requirements to become a law enforcement officer; and

WHEREAS, the 2026 grant fund financing and spending plans need to be amended and activity budget reduced for the amended funds; and

WHEREAS, the Mayor, pursuant to Section 10.07.3 of the Charter of the City of Saint Paul, does certify that due to the decrease of the grant award, the reduction to the appropriations in the grant fund 2026 budget is necessary; and

THEREFORE BE IT RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor to accept the Pathways to Policing grant amendment from the State of Minnesota, Department of Public Safety and approves these changes to the 2026 budget as amended on the attached financial analysis.
