Title
Amending the financing and spending plans in the Department of Public Works by transferring $600,000 of MSA cost savings from the recently completed Hamline Bridge Project into the proposed reconstruction of the Kellogg Boulevard Bridges at Market Street and St. Peter Street.

Body
WHEREAS, the Department of Public Works recently completed the reconstruction of the Hamline Avenue Bridge over Ayd Mill Road, and

WHEREAS, the Department was able to save in excess of $600,000 of MSA funds on the project by rehabilitating the existing concrete approach roadway retaining walls rather than replacing them with new concrete retaining walls as originally planned, and

WHEREAS, the Department has secured Federal funds and has tentatively approved local funding in 2015 capital budget for the reconstruction of the Kellogg Bridges at Market Street and St. Peter Street, and

WHEREAS, the Kellogg Bridge at Market Street has been recently redesign and widened by 16 feet in order to accommodate wider sidewalks and bicycle facilities that are being recommended in the Draft Citywide Comprehensive Bikeways Plan, and

WHEREAS, the reconstruction cost estimate of the Kellogg Bridge at St. Peter Street has also increased due to the complexities being discovered with reconstructing a bridge structure adjacent to the Ramsey County Adult Detention Center and within a sandstone river bluff environment with extensive pre-existing tunnels and utilities, and

WHEREAS, the additional 16 foot widening and related construction complexities have caused a significant cost estimate increase to the Kellogg Bridges at Market Street and St. Peter Street Projects, and

WHEREAS, in order to cover the increased costs of the Kellogg Bridge Reconstruction Projects the Department proposes to transfer available MSA funding in the amount of $600,000 from the cost savings recognized by the Hamline Avenue Bridge Project, and
