Accepting an Arts and Cultural Heritage Fund grant administered through the Minnesota Humanities Center Minnesota Department of Administration, establishing a financing and spending plan in the Department of Parks and Recreation in the amount of $388,000 for the design of a Hmong Cultural Plaza in Phalen Regional Park, and entering into a required grant agreement, which includes an indemnification clause.

Body
WHEREAS, the City of Saint Paul, Department of Parks and Recreation, received an appropriation through the Minnesota Humanities Center Minnesota Department of Administration, Heritage Grants Program if $388,000 to the City to work with local Hmong artists and the community to develop a design and cost estimate for the Hmong Cultural Plaza project; and

WHEREAS, the Department of Parks and Recreation wishes to accept said grant funds and establish a financing and spending plan for said Minnesota Humanities Center grant; and

WHEREAS, the Department of Parks and Recreation will provide construction management and implementation services for the project; and

WHEREAS, the grant contains an indemnification clause and the City Council finds that there is a public purpose in providing for the betterment of our parks facilities and that acceptance of the grant funding will enable work on design of a future Hmong Cultural Plaza to proceed; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $388,000 in excess of those estimated in the 2019 Capital Improvement Budget; now, therefore, be it

RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $388,000 is available for appropriation in the 2019 Capital Improvement Budget, and said 2019 budget, as heretofore adopted by the Council, is hereby amended as attached; and be it
