Title

Authorizing the Police Department to amend the 2026 Grant Fund for the sub-grant received from Ramsey County for the Violent Crime Enforcement Team (VCET).

Body

WHEREAS, the City of Saint Paul, by and through its police department (SPPD) has entered into the Joint Powers Agreement of the Ramsey County Violent Crime Enforcement Team (02-17064-I, RES PH 22-111); and

WHEREAS, the multi-year agreement allows for SPPD’s participation and reimbursement of allowed expenses; and

WHEREAS, the State of Minnesota, Department of Public Safety has awarded Ramsey County a grant to fund this program and Ramsey County has allocated SPPD $125,000 for 2026; and

WHEREAS, this grant will help fund overtime and indirect costs for the Police Department for this initiative; and

WHEREAS, the 2026 financing and spending plans need to be amended in the police grant fund and activity budget added for these funds; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $125,000 in excess of those estimated in the 2026 grant budget; and 

THEREFORE BE IT RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor, approves these changes to the 2026 grant budget as amended on the attached financial analysis.
