RESOLVED, that upon execution and delivery of a release in full to the City of Saint Paul, the proper City officers are hereby authorized and directed to pay out of the Tort Liability Fund 10017405 - 74205 to Plaintiff Garvin W. Bryant and his attorney, Frederick J. Goetz, Esq., the total sum of twenty-three thousand dollars and no cents ($23,000.00) in full and final settlement of his alleged damages, medical bills and attorneys' fees for the unlawful seizure and excessive force claims he raised against the City.
