Third Making finding on the appeal of Jay Mitchell, o/b/o The Money Man, LLC, to a substantial abatement ordered for 947 FREMONT AVENUE in Council File RLH 26-16.

WHEREAS, the City Council adopted RLH RR 26-16 on September 2, 2026, 2026 which granted 180 days and forfeited $2500, with every 45 days project update to repair the structure, correct all of the deficiencies listed in the Order to Abate Nuisance Building and the Code Compliance Report at 947 Fremont Avenue; and
WHEREAS, the Legislative Hearing Officer reviewed this case on October 27, 2026 to determine if the owner and/or responsible party abated the nuisance conditions and found these conditions were not abated and to forfeit an additional $2,500 of $7,500 remaining performance deposit; now, therefore, be it
RESOLVED, that the Saint Paul City Council adopts the finding of the legislative hearing officer that the nuisance condition is not abated and forfeited $2,500 of remaining $7,500 performance deposit and to review this again on December 29, 2026 under a different resolution for project update.
