WHEREAS, on September 20, 2024, the Neighborhood STAR Board reviewed two (2) proposals for STAR grant financing through the Ward 6 Neighborhood STAR Year-Round Program from Elite Care Chiropractic P.A. for a new business sign and post; and HerizonOne for Herizon Office Building Exterior Door & Window Replacement;

WHEREAS, the Neighborhood STAR Board rates grant requests on a scale from 1 (low) to 5 (high) with Elite Care Chiropractic P.A.’s proposal for a new business sign and post receiving a final score of 4; and HerizonOne’s proposal for Herizon Office Building Exterior Door & Window Replacement receiving a final score of 4.78; and

WHEREAS, due to the community significance of these projects, a waiver to City Council approved Neighborhood STAR Guidelines is being recommended to eliminate the required application fee; and

WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing grant financing up to $15,000 to Elite Care Chiropractic P.A’.s proposal for a new business sign and post, and grant financing up to $15,000 to HerizonOne’s proposal for Herizon Office Building Exterior Door & Window Replacement, now be it

RESOLVED, by the City Council of the City of Saint Paul, upon the recommendation of the Mayor that funds are available for appropriation, that the Neighborhood STAR Year-Round award described above is hereby approved; and be it

FURTHER RESOLVED, that staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution, including finalizing all documents and agreements, subject to approval by the City Attorney’s Office; and be it
