Authorizing Fleet to use fund balance to increase the 2024 spending and financing budgets in the Fleet Services Fund by $1,500,000 to purchase vehicle and equipment replacements to support citywide operations.
Body
WHEREAS, the Saint Paul City Council and Mayor Melvin Carter are dedicated to making Saint Paul one of the most sustainable cities in the United States; and
WHEREAS, Fleet Services is working to implement more sustainable fleet operations by replacing unhealthy lifecycle units that are well beyond their economic life as well as assist with covering inflationary capital cost increases; and
WHEREAS, Fleet Services is working to improve fleet operations thusly by reducing average age of equipment, reducing greenhouse gas emissions, improving frontline City services across the community, reducing risk to the City, its employees and its residents; and
WHEREAS, Fleet Services would like to utilize unspent fund balance while maintaining a fiscally responsible fund balance of more than 20% reserve; and
WHEREAS, Fleet is now able to reduce the overdue equipment replacement schedule, reduce operating costs, improve reliability, and improve community services; and
WHEREAS, Fleet wishes to increase the 2024 spending and financing budgets by carrying forward unspent spending authority through a use of fund balance; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $1,500,000 in excess of those estimated in the 2024 budget; now
THEREFORE BE IT RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor, that $1,500,000 is available for appropriation in the 2024 Fleet budget, and said budget, as heretofore adopted by the Council is hereby further amended as indicated in the attached fiscal analysis form.
