Authorizing the Emergency Management Department to accept the 2024 Port Security Grant Program from the U.S. Department of Homeland Security through its Federal Emergency Management Agency (FEMA) (and amend the 2024 grant fund budget for this grant).
Body
WHEREAS, the Emergency Management Department received approval to apply for the 2024 Port Security Grant Program from FEMA (RES 24-620) and has been awarded $826,500 which includes a $206,625 cost-sharing match requirement; and
WHEREAS, the term of the grant is from September 1, 2024 through August 31, 2027; and
WHEREAS, this grant provides funds to directly support the Department of Emergency Management along with the Police and Fire Departments’ maritime port-wide risk management and protect critical surface transportation infrastructure from acts of terrorism, major disasters and other emergencies; and
WHEREAS, the funds will provide for the procurement of a task force rescue team vessel for fire and law enforcement operations which will include improvements needed for fire suppression, diving capabilities and platform for quick reaction law enforcement teams; and
WHEREAS, the 2024 grant fund financing and spending plan needs to be amended and activity budget added for this grant; and
WHEREAS, THE Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul does certify that there are available for appropriation funds of $85,000 in excess of those estimated in the 2024 grant fund budget; and
THEREFORE BE IT RESOLVED, the city council accepts this grant and approves the changes to the 2024 grant budget.
