Authorizing the Police Department to accept and amend the 2021 Special Fund Budget for the 2020 Edward Byrne Memorial Justice Assistance Grant (JAG).

WHEREAS, the City of Saint Paul, Police Department has been awarded the 2020 Edward Byrne Memorial Justice Assistance Grant (JAG) in the amount of $222,977; and
WHEREAS, this grant provides funds to support all components of the criminal justice system, from multi-jurisdictional drug and gang task forces to crime prevention and domestic violence programs, courts, corrections, treatment, and justice information sharing initiatives; and
WHEREAS, the City of Saint Paul, serving as the fiscal agent for this award, will share the grant funds with one disparate jurisdiction within Ramsey County and each jurisdiction’s allocation will be used for activities and projects that will provide meaningful and measurable outcomes consistent with the goals of the grant; and
WHEREAS, the department was awarded $222,977 for the grant term through September 30, 2023; and
WHEREAS, a 2021 financing and spending plan needs to be established; and
WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation total revenues in excess of those estimated in the budget, funds of $222,977 in the Police Department Special Fund; and
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor that $222,977 is available for appropriation in the Police Department Special Fund, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached financial analysis.
