Accepting a Competitive Equity Grant from the Metropolitan Council, amending the financing and spending plan in the Department of Parks and Recreation in the amount of $154,255 for environmental services, exhibits, public art, and architect services for the Wakan Tipi Center project at the Bruce Vento Nature Sanctuary, and entering into a grant agreement, which includes an indemnification clause.

Body

WHEREAS, the Metropolitan Council created a new competitive equity grant program in 2019; and

WHEREAS, the Department of Parks and Recreation (“Department”) applied for state fiscal year 2020 funds from the grant program to fund environmental services, exhibits, public art, and architect services for the Wakan Tipi Center project; and

WHEREAS, the Department was awarded $154,255 for the project; and

WHEREAS, the Department wishes to accept said grant funds and amend the financing and spending plan for said project; and

WHEREAS, the Department will provide construction management and implementation services for the project in accordance with an approved development agreement; and

WHEREAS, the grant contains an indemnification clause and the City Council finds that there is a public purpose in providing for the betterment of our park’s facilities and that acceptance of the grant funding will enable the Wakan Tipi project to proceed; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $154,255 in excess of those estimated in the 2021 Capital Improvement Budget; now, therefore, be it

RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $154,255 is available for appropriation in the 2021 Capital Improvement Budget, and said 2021 budget, as heretofore adopted by the Council, is hereby amended as attached; and, be it
