Amending and approving the Neighborhood Stabilization Program 3 HUD grant budget.
Body
WHEREAS, by Resolution 11-387 the City Council approved an application to the United States Department of Housing and Urban Development (HUD) for Neighborhood Stabilization Program 3 (NSP3HUD) funds in the amount of $2,059,877, and approved the execution of a grant agreement with HUD for such funds; and
WHEREAS, by Resolution 11-721 the City Council adopted a budget for such funds; and
WHEREAS, the City expects to receive program income from the NSP3HUD program and HUD requires that program income be reinvested in the program; and
WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that these program funds will be available for appropriation, as identified in the attached budget amendment, in excess of those estimated in the 2013 budget; and
WHEREAS, after a public hearing the City Council determines there is a public purpose to reinvest the program income into the NSP3HUD program.
NOW, THEREFORE, BE IT RESOLVED by the Saint Paul City Council as follows:
1. The City Council hereby approves the changes to the 2013 budget in the amounts set forth in the attached budget amendment.
2. City staff and legal counsel are authorized and directed to take all actions needed to implement this Resolution.
