Authorizing the Department of Parks and Recreation to apply for funding for environmental education programs and engagement with under-represented groups in regional parks and, if successful, enter into an agreement providing indemnification for Capitol Region Watershed District.
Body
WHEREAS, Capitol Region Watershed District has a Partner Grants program; and
WHEREAS, the City of Saint Paul is eligible to receive up to $20,000 in grant funds for eligible clean water projects including education programs and materials, organizing projects, workshops, events, or clean water landscaping projects; and
WHEREAS, it is the intention of Parks and Recreation to submit a proposal for $12,000 to engage youth from low-income families in the sPARK water quality education program in regional parks and engage current non-park users of regional parks in the Parks Ambassadors program to eliminate barriers to park use; and
WHEREAS, if funded, the grant agreement will require that the grantee indemnify Capitol Region Watershed District, its agents and employees from any claims or causes of action arising from performance of the grant agreement; and
WHEREAS, Parks and Recreation will not be able to provide the programs without receiving the grand funds, and the Saint Paul City Council finds that accepting the grant funds has a public purpose; now, therefore, be it
RESOLVED, that designated Parks and Recreation staff members are hereby authorized to seek funding on behalf of the City and, if successful, the appropraite city authorites are authorized to enter into an agreement with Capitol Region Watershed District to accept the funds on behalf of the City.
