Authorizing the Police Department to enter into a Joint Powers of agreement with the State of Minnesota, Commissioner of Public Safety, Bureau of Criminal Apprehension (MN BCA), Minnesota Justice Information Services (State), to create an Adaptor using the Record Management System (RMS) that will meet the MN BCA specifications to establish Bidirectional Communication between the government unit and MN BCA systems.
 
Body
WHEREAS, the City of Saint Paul, Police Department, wishes to enter into the attached Joint Powers Agreement for the establishment of the MN Bidirectional Communication with the Minnesota Commissioner of Public Safety, Bureau of Criminal Apprehension, Minnesota Justice Information Services (the State) (Attachment A); and
 
WHEREAS, the State will provide funding of $71,000 on a reimbursable basis that will be used to create an Adaptor using the Record Management System (RMS) that will meet the Minnesota Bureau of Criminal Apprehension (MN BCA) specifications to establish Bidirectional communications between the governmental unit and the MN BCA systems: Comprehensive Incident,-Based Reporting Service (CIBRS) and Name Event Index Service (NEIS); and
 
WHEREAS, a 2010 financing and spending plan needs to be established for these funds; and
 
WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $71,000 in excess of those estimated in the 2010 budget; and
 
WHEREAS, the Mayor recommends that the following addition be made to the 2010 budget:
 
THEREFORE BE IT RESOLVED, that council accepts and authorizes the City of Saint Paul to enter into and Chief Thomas Smith to implement the attached agreement with the MN Department of Public Safety and that the Saint Paul City Council approves these changes to the 2010 budget.
