Authorizing the execution of grant agreements with the Metropolitan Council, which include indemnification clauses, acceptance of grant funds, and amendment of related City budgets.
Body
WHEREAS, the Department of Planning and Economic Development applied for and has received grant funding from the Metropolitan Council’s Livable Communities Tax Base Revitalization Account for contamination clean up on three projects as reflected in RES 21-1485;
WHEREAS, the Metropolitan Council approved the following grant applications:
§ Livable Communities Tax Base Revitalization Account grant of $400,700 for Farwell Yards (102 and 150 West Water Street and 75 Bidwell Street)
§ Livable Communities Tax Base Revitalization Account grant of $551,400 for a project at 176 Robert Street South
§ Livable Communities Tax Base Revitalization Account grant of $147,700 for Kimball Court (543 and 555 Snelling Avenue North)
WHEREAS, the grant agreements require the City to defend and indemnify the Metropolitan Council as a condition of receiving the grant funds; and
WHEREAS, the Mayor pursuant to Section 10.07.1 of the Saint Paul City Charter, does certify that there are available for appropriation funds in excess of those estimated in the operating budget; and
WHEREAS, the City Council finds that there is a public purpose in the acceptance and expenditure of the grant funds; now, therefore, be it
RESOLVED, that the Council of the City of Saint Paul hereby authorizes the proper City officials to execute agreements with the Metropolitan Council which include an indemnification clause, to accept and implement said grant funds, and that the operating budget, as heretofore adopted by the Council, is hereby further amended as outlined in the attached financial analysis.
