Title

Authorizing Public Works Solid Waste and Recycling Fund to amend their 2024 fiscal budget, including a reallocation of spending by $891,692 to adjust expenditures in Fund 645 and Fund 241 for the purchase of 60 W Sycamore St approved on RES PH 24-171.

Body

WHEREAS, the City of St. Paul is working to facilitate a better process for the handling of Solid Waste and Recycling Services for St Paul; and

WHEREAS, the City of St. Paul has been given permission to purchase the facility at 60 West Sycamore St with RES PH 24-171; and

WHEREAS, additional costs are required for the program expansion in 2025 which were unknown at the time of this resolution; and

WHEREAS, the cost of these changes currently estimated at $891,692 which represents the financing and needs for the building, including funding a debt service reserve fund; and

WHEREAS, there is funding availability currently within the Solid Waste and Recycling Fund 241; and

WHEREAS, a new Fund 645 has been established for Recycling and Solid Waste Capital Purchases; and

WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $891,692 in excess of those estimated in the 2024 budget; now therefore be it

RESOLVED, by the City Council of Saint Paul, upon recommendation of the Mayor, that $891,692 is available for appropriation in the 2024 budget, and said budget as heretofore adopted by Council, is hereby amended as outlined in the attached financial analysis.
