Authorizing the Police Department to accept and amend the 2020 Special Fund Budget for the sub-grant from the Corporation for National and Community Services (CNCS) through the State Service Commission, ServeMinnesota Law Enforcement Career Path Academy (LECPA), and ServeMinnesota Leader Corps.

WHEREAS, the City of Saint Paul, Police Department (SPPD) has been awarded the ServeMinnesota Law Enforcement Career Path Academy (LECPA) in the amount of $286,600 and ServeMinnesota Leader Corps in the amount of $257,940 starting 9/1/2019 and ending 8/31/2020; and
WHEREAS, the ServeMinnesota (LECPA) grant proposes to have 20 AmeriCorps annually conduct a series of engagement, trust building and knowledge sharing activities to strengthen police and community relations within racially diverse and challenged neighborhoods; and
WHEREAS, the ServeMinnesota Leader Corps proposes to have 15 AmeriCorps members who will support a comprehensive community engagement strategy through communication, training and mentoring to combat recruitment tactics for gangs and terrorist groups in Saint Paul; and
WHEREAS, the 2020 financing and spending plan needs to be amended and activity budget added for these funds; and
WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation total revenues in excess of those estimated in the budget, funds of $110,132 in the Police Department Special Fund; now
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor that $110,132 is available for appropriation in the Police Department Special Fund, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached financial analysis.
