Title
Amending the financing and spending plans in the Department of Parks and Recreation in the amount of $2,708,966 for Metropolitan Council Regional Park and Open Space Development projects at Lilydale Regional Park, Harriet Island to Dakota County Regional Trail, Mississippi Gorge Regional Park, and Mounds Regional Park; and accepting grant funds from the Metropolitan Council Capital Improvement Program and through the Clean Water Land and Legacy Amendment funds through the Parks and Trails program.
Body
WHEREAS, City Council is typically requested to approve project grant applications that include preliminary project budget estimates;and
WHEREAS, final grant amounts awarded may be more or less than this original estimate based on a specific formula determined by the Metropolitan Council and adjusted at the time of actual grant award; and
WHEREAS, under the Minnesota Session Laws of 2012 which includes an appropriation to the Metropolitan Council for Regional Park and Open Space Development grants; the following grants are awarded to the City of Saint Paul:
Metropolitan Council Regional Parks and Trails Capital Improvement Program (CIP) Funds as referenced in CR #11-1368:
1. In Lilydale Regional Park, a $750,000 grant to implement approved Master Plan amenities including road re-alignment, parking, trails, and infrastructure (original grant request: $1,201,220);
Clean Water Land and Legacy Amendment funds through the Parks and Trails program as referenced in CR# 11-50.
1. A Parks and Trails grant for $50,000 to prepare a master plan for the 2.9 mile trail segment from Harriet Island to the Dakota County segment in South Saint Paul (original grant request: $75,000); and
2. At Mounds Regional Park, a $212,000 grant to implement Phase 1 of the updated master plan to rehabilitate the picnic and play areas (original grant request: $400,000); and
3. In Lilydale Regional Park a $1,592,966 grant for phased implementation of approved Lilydale Regional Park master plan components focused on design and construction of park road-realignment/reconstruction, including trails, utilities, storm water management, site work, and landscaping (original grant request: $1,401,966).
WHEREAS, a reduction in Legacy funding and program adjustments caused one project proposed in CR #11-50 to be delayed for future funding and one project to be added as a replacement to meet the new formula amount:
1. At Hidden Falls/ Crosby Regional Park Master Plan Amendment ($74,000 future); and
2. At Mississippi Gorge Regional Park, a grant to construct Meeker Island Mississippi River Access project to include slope stabilization, retaining walls, access stairs with fishing deck, benches, trail, fencing, and landscaping was added ($104,000).
WHEREAS, to meet revised formula amounts determined by the Legislature/ Metropolitan Council, one Metropolitan Council CIP Regional Park project became unfunded and will be delayed until we are granted future funding:
1. Phalen Park Regional Master Plan Implementation - Splash Pad. (The original 2012/13 CIP project list submitted to the Metropolitan Council in August 2011 included funding for this project at $525,000, when the CIP State bond amount was estimated to be $10,500,000. On May 7, 2012, the House and Senate passed bonding legislation (HF 1752) that reduced the appropriation to $4,586,000 to the Metropolitan Council CIP grants. With this reduced CIP, the Phalen Regional Park Splash Pad project fell off Saint Paul's list of funded projects.)
WHEREAS, Parks and Recreation desires to set up a financing and spending plan for said Metropolitan Council grants; and
WHEREAS, Parks and Recreation will provide construction management and implementation services for the projects as previously listed upon the amendment of the 2012 Capital Improvement Budget; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $2,708,966 in excess of those estimated in the 2012 Capital Improvement Budget;
NOW THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon the recommendation of the Mayor, and the advice of the Long Range Capital Improvement Committee, that $2,708,966 is available for appropriation in the 2012 Capital Improvement Budget, and said budget, as heretofore adopted by Council, are hereby further amended as outlined in the attached Financial Analysis.
