Approving the application for change of ownership to the Auto Repair Garage (DSIBLAUTO-000130-2025) and Second Hand Dealer-Motor Vehicle Parts (DSIBLAUTO-000147-2025) licenses now held by Mister Tire LLC d/b/a Mister Tire (License ID # DSIBLAUTO-000130-2025 and DSIBLAUTO-000147-2025) for the premises located at 1201 Rice St.

WHEREAS, on June 24, 2025, Mister Tire LLC d/b/a Mister Tire (License ID # DSIBLAUTO-000130-2025 and DSIBLAUTO-000147-2025) applied for a change of ownership to the Auto Repair Garage and Second Hand Dealer-Motor Vehicle Parts licenses for the premises located at 1201 Rice St.; and

WHEREAS, on October 29, 2025, the Department of Safety and Inspections sent out the required License Application Notification with a response date of November 13, 2025; and

WHEREAS, on November 21, 2025, the licensee signed a License Condition Affidavit agreeing to follow all conditions that are in place; and

WHEREAS, the Council finds that the application is in order and there are no grounds to deny approval of the license; now, therefore, be it,

RESOLVED, the change of ownership for an Auto Repair Garage and Second Hand Dealer-Motor Vehicle Parts licenses is hereby approved and the licenses issued to Mister Tire LLC d/b/a Mister Tire (License ID # DSIBLAUTO-000130-2025 and DSIBLAUTO-000147-2025) for the premises located at 1201 Rice St. with the following license conditions:

1.                     All customer, employee and business vehicles must be parked in accordance with the approved site/parking plan on file with the Department of Safety and Inspections (DSI) dated 1/13/2021. The number of vehicles parked on the property shall not exceed that shown on the approved plan.

 

2.                     The parking lot shall be striped in accordance with the approved site/parking plan on file with DSI dated 1/13/2021.

 

3.                     There shall be no exterior storage of vehicle parts, tires, oil or any other similar materials associated with the business. Trash will be stored in a covered dumpster. Storage of vehicle fluids, batteries, etc. shall be in accordance with the Ramsey County Hazardous Waste regulations.

 

4.                     At no time shall customer, employee, and/or business vehicles associated with the auto repair business be parked in the driveway or maneuvering lanes. No vehicles under the control of the licensee can be parked and or stored in the public right of way (e.g., street, alley, sidewalk, boulevard, etc.). This includes vehicles awaiting repair, and/or that have been repaired and are awaiting pick-up by the owner of the vehicle.

 

5.                     The storage of vehicles for the purpose of salvaging parts is expressly forbidden. Vehicle salvage is not permitted.

 

6.                     No repair of vehicles may occur on the exterior of the lot or in the public right-of-way (e.g., street, alley, sidewalk, boulevard, etc.). All repair work must occur within an enclosed building.

 

7.                     Vehicle sales is not permitted.

 

8.                     Auto body repair and/or painting of vehicles is prohibited.

 

9.                     Customer vehicles may not be parked longer than ten (10) days on the premises. It shall be the responsibility of the licensee to ensure that any vehicle not claimed by its owner is removed from the lot as permitted by law.

 

10.                     Provide maneuvering space on the property to allow vehicles entering and exiting the site to proceed forward. Backing from the street or on to the street is prohibited.

 

11.                     Licensee must comply with all federal, state and local laws.

 

12.                     The Second Hand Dealer-Motor Vehicle Parts license is limited to the sale of used tires. Any display of tires for-sale outdoors must be in accordance with DSI Zoning site/parking plan approval requirements.
