Pertaining to the acceptance of a State of Minnesota capital investment appropriation in the amount of $1,500,000.

WHEREAS, Saint Paul Regional Water Services (SPRWS) owns and operates the Fridley Pump Station, a critical regional facility that pumps raw water from the Mississippi River for treatment and distribution to more than 450,000 customers in fourteen communities; and
WHEREAS, the Fridley Pump Station has served the region for many decades and contains numerous critical infrastructure components that have reached the end of their useful life and require rehabilitation or replacement to ensure continued reliable operation; and
WHEREAS, the State of Minnesota has appropriated $1,500,000 through a capital investment appropriation administered by the Minnesota Public Facilities Authority for the rehabilitation of the Fridley Pump Station; and
WHEREAS, the appropriation will support critical capital improvements including but not limited to electrical system upgrades, standpipe replacement, sump pump and flood mitigation improvements, pump and motor rehabilitation, piping system improvements, sluice gate replacement, and modernization of the mechanical screen intake system; and
WHEREAS, these improvements will enhance system reliability, improve operational safety, reduce flood risks, preserve water quality, and help ensure the continued delivery of safe drinking water throughout the region; and
WHEREAS, acceptance of the appropriation requires execution of a grant agreement and related documents with the Minnesota Public Facilities Authority; now, therefore, be it
RESOLVED by the Board of Water Commissioners of the City of Saint Paul hereby accepts the State of Minnesota capital investment appropriation in the amount of $1,500,000 for the Fridley Pump Station Rehabilitation Project. The General Manager is authorized and directed to execute all grant agreements, amendments, certifications, reimbursement requests, and other documents necessary to accept and administer the appropriation and complete the project. Staff are authorized to take all actions necessary to comply with applicable state bonding requirements, grant conditions, reporting obligations, and project administration requirements.
