Revising Residential Permit Parking Area 3.  (Laid over from August 17)

WHEREAS, residential permit parking was previously instituted on behalf of the residents residing in the William Mitchell College of Law area in accordance with Chapter 166 of the Saint Paul Legislative Code; and
 
WHEREAS, the Council of the City of Saint Paul previously found that this residential area did not have sufficient off-street parking to accommodate the parking needs of both the residents, and the non-residents using non-residential facilities which lack sufficient off-street parking; and
WHEREAS, at a meeting of the City Council on 1/19/2011, Resolution-Public Hearing 10-1619 was adopted establishing No Parking 8AM-8PM, Monday-Friday, Except by Permit, Area 3, on the following block:
           
            Both sides of Chatsworth Street North between Summit and Portland Avenues; and
 
WHEREAS, Public Works staff has received a complaint and a request to appeal to City Council to rescind the
1/19/2011 permit parking change; and
 
WHEREAS, Chapter 168.06 of the City Code states that Public Works may recommend rejection or designation of a specific residential permit parking area, Public Works' compromise recommendation is to eliminate permit parking from the west side of Chatsworth Street North between Summit and Portland Avenues. This permit parking change involves a total of 4 properties with 30 parking spaces for both sides of the street; and
 
WHEREAS, Based on further input of interested stakeholders, Public Works recommends permit parking on both sides on Chatsworth Street between Summit and Portland Avenue be eliminated and further study and public input be completed; now, therefore, be it
RESOLVED, that the "No Parking 8AM-8 PM, Monday-Friday, Except by Permit, Area 3 restriction shall be removed from the west side of Chatsworth Street North between Summit and Portland Avenues on both sides of Chatsworth Street between Summit and Portland Avenues permit parking regulation previously approved by City Council be eliminated; and be it further
RESOLVED, that Public Works install No Parking signs as needed adjacent to driveways, intersecting streets and alleys on Chatsworth Street between Summit and Portland to clearly reinforce current parking regulations; and be it further
 
RESOLVED, that Public Works complete further investigation and study, gather further input from interested stakeholders, and submit written report to City Council by February 1, 2012 in regard to addition of Chatsworth Street between Summit and Portland to Permit Parking Area 3; and be it further
 
RESOLVED, that these parking regulations shall be in effect 30 days after City Council approval.
