Stated Reason for Appeal (if given): My husband and I bought the property on July 11th and never received a garbage bill for this quarter. We have no problem paying the initial bill, but we don't want to pay any late fees or extra charges since we never received a bill to pay. Had we received a bill, we would have paid it. Also, I want to make sure we are only paying for a small garbage cart and not a large garbage cart. Thank you!
Staff Comments: Resident did not receive required notices of nonpayment from Republic Services as they were sent to the incorrect mailing address. Mailing address was for previous owner (1886 Chardel Ct). City of Saint Paul has record of correct mailing address of 1000 Hubbard Ave. Property owner also stated that they contacted Republic on 07/08/2019 to request service for a small 35-gallon cart with every other week service. It appears as though their name on the original notice of nonpayment would reflect this. Therefore staff recommends that the assessment be reduced to a quarterly price of $60.83 for a small every other week cart.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during July to September 2019. (File No. CG1904C4, Assessment No. 190155) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and reduced to $60.83.
