Stated Reason for Appeal (if given): Property owner stated that one of the residential units has been vacant for years following the death of her son. 4/29/20: MV reached out to Darlene Ebert and she stated she lives alone, son died 5 years ago, no one lives upstairs. She currently has 2 small containers but wants to switch to one medium container only.
Staff Comments: Staff confirmed that the property was never listed as vacancy with the city or Ramsey County since the coordinated collection program was implemented. Staff is also able to confirm that there was never a UDRF submitted as well. Hauler also confirmed that the resident never contacted them regarding a vacancy request. Therefore, staff recommends approving the assessment.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during October to December 2019. (File No. CG2001E4, Assessment No. 200119) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and reduced to $96.08.
