Title
Authorizing the acceptance of up to $100,000 in total grant funding (with indemnification obligations) from the Minnesota Pollution Control Agency, which will be matched with 10% in City funds specifically allocated for grant matching, for a comprehensive analysis of the City’s storm sewer system within the Beltline subwatershed; authorizing the execution of a grant agreement; and amending the 2025 Grant Budget.

WHEREAS, in its efforts to assess vulnerabilities and begin planning for the effects of Minnesota’s changing climate; and
WHEREAS, the City applied for and received a grant in the amount of $100,000 for Beltline subwatershed storm sewer system modeling from the Minnesota Pollution Control Agency; and
WHEREAS, the Beltline subwatershed storm sewer system modeling project will aid in evaluating localized flooding areas for impacts to properties, utility systems, and critical transportation corridors; and
WHEREAS, the grant match of 10% is provided by City funds specifically allocated for grant matching; and
WHEREAS, the grant contract requires the City to indemnify the Minnesota Pollution Control Agency; and
WHEREAS, by this Resolution, the Council authorizes the acceptance of the Planning Grant for Stormwater, Wastewater, and Community Resilience program, amends the 2025 budget, and authorizes execution of a grant agreement with the Minnesota Pollution Control Agency; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation total revenues in excess of those estimated in the budget, funds of $100,000 in the Sewer Fund; now
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor that $100,000 is available for appropriation in the Sewer Fund, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached financial analysis.
