Approving the application for change of ownership to the Liquor On Sale-101-180 seats, Liquor On Sale - Sunday, Liquor Outdoor Service Area (Patio), Liquor Outdoor Service Area (Sidewalk), Entertainment (B) and Gambling Location (License ID #20240000753) for the premises located at 656 Grand Avenue.

WHEREAS, on April 15, 2024, Catherine Hospitality LLC d/b/a Russell’s Bar & Grill (License ID #20240000753) applied for a change of ownership to the Liquor On Sale-101-180 seats, Liquor On Sale - Sunday, Liquor Outdoor Service Area (Patio), Liquor Outdoor Service Area (Sidewalk), Entertainment (B) and Gambling Location license for the premises 656 Grand Ave., in Saint Paul; and
WHEREAS, the license application notification was sent out by the Department of Safety and Inspections (DSI) on May 22, 2024, with a response date of June 6, 2024; and
WHEREAS, in response to the notification no objections or comments were received; and
WHEREAS, on May 28, 2024, the Department of Safety and Inspections received a letter from Summit Hill Association stating their support for the issuance of the license; and
WHEREAS, the Council finds that the application is in order and there are no grounds to deny approval of the license; now, therefore, be it,
RESOLVED, the change of ownership for the Liquor On Sale-101-180 seats, Liquor On Sale - Sunday, Liquor Outdoor Service Area (Patio), Liquor Outdoor Service Area (Sidewalk), Entertainment (B) and Gambling Location license is hereby approved and issued to Catherine Hospitality LLC d/b/a Russell’s Bar & Grill (License ID #20240000753) for the premises located at 656 Grand Ave., in Saint Paul with the following existing licensing conditions:
1. The back door and window must remain closed to prevent noise from extending to the outside.
2. The parking lot must be patrolled by bar employees and cleared by 1:30 a.m.
3. The parking lot must be maintained and kept free of debris.
4. Licensee agrees to limit the placement of table(s)/chair(s) on the public sidewalk to the area and number of seats shown on the approved sidewalk seating plan on file with the Department of Safety and Inspections (DSI) and Public Works.
5. Each year prior to the placement of table(s) and/or chair(s) in the public right-of-way (i.e. sidewalk), the licensee agrees to obtain a new Obstruction Permit from the Department of Public Works. Licensee agrees to maintain the sidewalk café in accordance with the conditions placed on an approved Obstruction Permit, acknowledged that an Obstruction Permit is effective on April 1 and expires on October 31 of each year, that tables(s) and/or chair(s) may not be placed in the public right-of-way before or after the effective/expiration dates, and that a failure to comply with this condition will result in adverse action being taken against all of their licenses.
