Stated Reason for Appeal (if given): Property owner stated that they have been having issues with Advanced Disposal since the beginning of the coordinated collection program. Primarily, they have been having issues with missed pick ups and therefore do not feel as though they should be charged the full cost of service due to this issue.
Staff Comments: Hauler confirmed that the only documented missed pick up during Quarter 3 2019 was on 09/13/2019. As a courtesy, staff recommends removing the late fee of $14.40 and reducing the assessment to the original cost of $96.08.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during July to September 2019. (File No. CG1904D3, Assessment No. 190158; File No. CG1904D3-1, Assessment No. 190170) (Public hearing continued from March 25) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby reduced from $110.48 to $15.70 forthcoming, pending July 9 Legislative Hearing.
