Approving the application for change of ownership to the Liquor On Sale, Liquor On Sale - Sunday, Entertainment (B), and Gambling Location licenses (License ID #DSIBLLIQ-000905-2026) now held by MPL 1067 LLC d/b/a Mounds Park Lounge for the premises located at 1067 Hudson Rd.

WHEREAS, MPL 1067 LLC d/b/a Mounds Park Lounge ("Applicant") applied for a change of ownership to the Liquor On Sale, Liquor On Sale - Sunday, Entertainment (B), and Gambling Location licenses (License ID #DSIBLLIQ-000905-2026) for the premises located at 1067 Hudson Rd.; and
WHEREAS, On May 28, 2026, the Department of Safety and Inspections sent out the required License Application Notification with a response date of June 12, 2026; and
WHEREAS, On June 8, 2026, the Applicant signed a License Condition Affidavit agreeing to follow all license conditions that are in place; and
WHEREAS, The Council finds that the application is in order and there are no grounds to deny approval of the license application; now, therefore, be it
RESOLVED, That the change of ownership application for the Liquor On Sale, Liquor On Sale - Sunday, Entertainment (B) and Gambling Location licenses (License ID #DSIBLLIQ-000905-2026) is hereby approved and the licenses issued to MPL 1067 LLC d/b/a Mounds Park Lounge for the premises located at 1067 Hudson Rd. with the following license conditions:
1. License holder will create a video surveillance camera and lighting placement plan (video surveillance plan) for the interior and exterior of the licensed premises. License holder will submit the video surveillance plan to the Saint Paul Police Department (SPPD) liaison with the Department of Safety and Inspections (DSI) for review and approval. In accordance with the approved video surveillance plan, License holder will ensure that video surveillance camera system is in good working order, ensure it is recording 24 hours per day, ensure it can produce recorded surveillance video in a commonly used, up-to-date format, and ensure that accurate date and time of day are visible on all recorded video. License holder will retain surveillance video for a minimum of thirty (30) days. If an incident is deemed serious by SPPD, License holder shall make surveillance video immediately available for viewing by SPPD. If a copy of the surveillance video for a serious incident is requested by SPPD, License holder shall have the technology, materials and staff available to immediately make a copy. In all other cases, License holder shall provide a copy of the surveillance video to the requestor within 48 hours.
2. No liquor sales and/or service is allowed outdoors (on either public or private property) without prior written approval and additional licensing from DSI.
3. License holder acknowledges that the sale of alcohol on Sundays requires a separate liquor service license, and food service shall be provided by the License holder in accordance with applicable rules and regulations.
