Approving an Auto Repair Garage New Location license application (License ID #DSIBLAUTO- 000615-2026) for Discount Tire Company of MN Inc d/b/a Discount Tire for the premises located at 1350 University Ave W.

WHEREAS, Discount Tire Company of MN Inc d/b/a Discount Tire ("Licensee") submitted an Auto Repair Garage New Location license application (License ID #DSIBLAUTO- 000615-2026) for the premises located at 1350 University Ave W.; and
WHEREAS, On April 21, 2026, the Department of Safety and Inspections sent out the required License Application Notification with a response date of May 6, 2026; and
WHEREAS, The Department of Safety and Inspections received no objections to the Auto Repair Garage New Location license application; and
WHEREAS, On June 8, 2026, the Licensee signed a License Condition Affidavit agreeing to follow all conditions that are in place; and
WHEREAS, The Council finds that the application is in order and there are no grounds to deny approval of the license application; now, therefore, be it,
RESOLVED, That the Auto Repair Garage New Location license application (License ID #DSIBLAUTO- 000615-2026) is hereby approved and the license issued to Discount Tire Company of MN Inc d/b/a Discount Tire for the premises located at 1350 University Ave W. with the following licensing conditions:
1. All customer and employee vehicles must be parked in accordance with the approved parking plan on file with the Department of Safety and Inspections (DSI).
2. There shall be no exterior storage of vehicle parts, tires, oil or any other similar materials associated with the business. Trash will be stored in a covered dumpster. Storage of vehicle fluids, batteries, etc. shall be in accordance with the Ramsey County Hazardous Waste regulations.
3. No vehicles under the control of the licensee can be parked and or stored in the public right-of-way (e.g., street, alley, sidewalk, boulevard, etc.). This includes vehicles waiting for repairs and vehicles waiting to be picked up by the customer.
4. The storage of vehicles for the purpose of salvaging parts is expressly forbidden. All vehicles parked outdoors must be completely assembled with no major body parts missing. Vehicle salvage is not permitted.
5. No auto repair of vehicles may occur on the exterior of the lot or in the public right-of-way (e.g., street, alley, sidewalk, boulevard, etc.). All repair work must occur within an enclosed building.
6. Auto body repair and/or auto body spray painting is not permitted.
7. Customer vehicles may not be parked longer than ten (10) days on the premises. It shall be the responsibility of the licensee to ensure that any vehicle not claimed by its owner is removed from the lot as permitted by law.
8. Vehicle sales is not permitted.
9. Provide maneuvering space on the property to allow vehicles entering and exiting the site to proceed forward. Backing from the street or on to the street is prohibited.
10. Licensee must comply with all federal, state and local laws.
