Adopting the St. Anthony Park Como 2030 Plan as an amendment to the Saint Paul Comprehensive Plan.

WHEREAS, upon a request by the District 12 Saint Anthony Park Community Council, the Planning Commission initiated a small area plan and 40-acre zoning study for property along Como Avenue within District 12 and established a neighborhood task force ("Task Force") to develop a plan and study, and make recommendations regarding their adoption; and
WHEREAS, the area of the study includes all parcels within 150 feet of Como Avenue between Highway 280 and the University of Minnesota Transitway as well as the area of the Milton Square parking lot, for a total study area in excess of forty acres; and
WHEREAS, the Task Force prepared a small area plan and 40-acre zoning study entitled Como 2030 Small Area Plan, which was adopted by the District 12 Saint Anthony Park Community Council and submitted to the City for consideration and adoption as an addendum to the Saint Paul Comprehensive Plan; and
WHEREAS, the St. Anthony Park Como 2030 Plan was reviewed by affected City departments for consistency with City policies as well as the City's adopted Comprehensive Plan; and
WHEREAS, following a duly noticed public hearing conducted on December 17, 2010, the Planning Commission, on January 7, 2011, recommended adoption of the Saint Anthony Park Como 2030 Small Area Plan as an addendum to the Saint Paul Comprehensive Plan, and forwarded its recommendation to the Mayor and City Council; and
WHEREAS, on August 3, 2011, following a duly noticed public hearing conducted before the Saint Paul City Council at which all interested parties were afforded the opportunity to be heard, the Council considered the recommendations, facts, and hearing testimony regarding the St. Anthony Park Como 2030 Small Area Plan, pursuant to the authority and procedures set forth under the state's Municipal Planning Act and Metropolitan Land Planning Act; NOW
THEREFORE, BE IT RESOLVED, that the City Council hereby adopts the St. Anthony Park Como 2030 Small Area Plan as an addendum to the Saint Paul Comprehensive Plan, contingent upon its review by the Metropolitan Council and affected jurisdictions as required by Minnesota law.
