Resolution Authorizing Conveyance of HRA Owned Property at 1057 Marshall Avenue to City of Saint Paul, Summit University, District 8
 
Body
WHEREAS, the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota ("HRA"), has duly adopted and there is now lawfully in effect in the City of Saint Paul, Minnesota, a City Wide Redevelopment Plan ("Plan") providing for the acquisition, clearance and resale of land for redevelopment and District 8 is a part of this Plan; and
 
WHEREAS, the City of Saint Paul ("City") owns park land located in the Victoria Park Addition in Saint Paul, Minnesota legally described as: Park, Victoria Park ("City Parkland"); and
 
WHEREAS, the HRA owns land located at 1057 Marshall Avenue, Saint Paul, Minnesota legally described as: Lot 26, Block 2, A.B. Wilgus Addition to the City of Saint Paul ("HRA Land"); and
 
WHEREAS, the HRA desires to swap the HRA Land for the City Parkland for the reasons and on the terms set forth in the accompanying staff board report; and  
 
WHEREAS, the City has agreed to the swap by City Council Resolution 11-1918 and has conveyed the City Parkland to the HRA who in turn sold the same to Nova Academy; and
 
WHEREAS, said proposal to convey the HRA Land to the City, pursuant to due notice thereof that was published in the Saint Paul Pioneer Press on October 29, 2011, was considered at a public hearing that was held on November 9, 2011 at 2:00 p.m., on the third floor City Hall, 15 West Kellogg Boulevard in the City of Saint Paul, Minnesota; and
 
WHEREAS, the HRA, pursuant to the provisions of Minnesota Statutes, Sections 469.029 and  469.032, desires to convey the HRA Land to the City of Saint Paul as part of the swap for use in accordance with the Plan and the Small Area Plan for District 8.
 
NOW, THEREFORE, BE IT RESOLVED by the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota as follows:
 
1.      That the HRA hereby approves the conveyance of the HRA Land to the City of Saint Paul on the terms and conditions set forth in the staff report, and further approves the execution and delivery of a Deed of Conveyance of the HRA Land to City of Saint Paul. Such Deed shall be executed on behalf of the HRA by the Chairperson or his/her designated Commissioner of the HRA.
2.      The HRA Executive Director and staff are directed and authorized to take all action necessary to implement this Resolution.
