Approving the application for change of ownership for the Liquor On Sale, Liquor On Sale - Sunday, Liquor On Sale - 2 AM Closing, Liquor Outdoor Service Area - Patio, Entertainment (A) and Gambling Location licenses now held by Headquarters LLC d/b/a Headquarters (License ID #DSIBLLIQ-000647-2026) for the premises located at 899 Rice St.

WHEREAS, Headquarters LLC d/b/a Headquarters ("Licensee") applied for a change of ownership to the Liquor On Sale, Liquor On Sale - Sunday, Liquor On Sale - 2 AM Closing, Liquor Outdoor Service Area - Patio, Entertainment (A) and Gambling Location licenses (License ID #DSIBLLIQ-000647-2026) for the premises located at 899 Rice St.; and
WHEREAS, On May 15, 2026, the Department of Safety and Inspections sent out the required License Application Notification with a response date of May 30, 2026; and
WHEREAS, On May 5, 2026, the Licensee signed a License Condition Affidavit agreeing to follow all license conditions that are in place; and
WHEREAS, On May 28, 2026, the Department of Safety and Inspections received a letter from the North End Neighborhood Organization stating its support for the application and issuance of the license; and
WHEREAS, The Council finds that the application is in order and there are no grounds to deny approval of the application for the change of ownership for the license; now, therefore, be it
RESOLVED, That the change of ownership application for the Liquor On Sale, Liquor On Sale - Sunday, Liquor On Sale - 2 AM Closing, Liquor Outdoor Service Area - Patio, Entertainment (A) and Gambling Location licenses (License ID #DSIBLLIQ-000647-2026) is hereby approved and the license issued to Headquarters LLC d/b/a Headquarters for the premises located at 899 Rice St. with the following license conditions:
1. Licensee shall employ properly trained and clearly identifiable security personnel who will be on duty every night beginning at 9:00 p.m. and remaining until all patrons have left the licensed premises. Clearly identifiable shall mean security personnel wearing uniform or outerwear that is clearly marked “security”. To prohibit the introduction of weapons into the premises security personnel shall thoroughly “wand” (using a working metal detector) each patron and check all handbags and packages carried by patrons upon entrance. In lieu of “wanding” a working and properly calibrated walk-thru metal detector may be used under the supervision of properly trained security personnel. All patrons must walk thru the detector upon entrance, and all belongings (e.g., bags, handbags, packages, etc.) carried by patrons must be separately visually checked. All patrons identified by the walk-thru metal detector as needing further scrutiny shall be “wanded” (using a working metal detector) and/or patted down by security personnel.
2. Security personnel shall verify the age of patrons upon entrance by scanning state or federally issued pictured identification cards (no identification card, no entrance).
3. Customers re-entering the bar shall be subject to the same security measures as customers entering the first time.
4. License holder will create a video surveillance camera and lighting placement plan (video surveillance plan) for the interior and exterior of the licensed premises. License holder will submit the video surveillance plan to the Saint Paul Police Department (SPPD) liaison with the Department of Safety and Inspections (DSI) for review and approval. In accordance with the approved video surveillance plan, License holder will ensure that video surveillance camera system is in good working order, ensure it is recording 24 hours per day, ensure it can produce recorded surveillance video in a commonly used, up-to-date format, and ensure that accurate date and time of day are visible on all recorded video. License holder will retain surveillance video for a minimum of thirty (30) days. If an incident is deemed serious by SPPD, License holder shall make surveillance video immediately available for viewing by SPPD. If a copy of the surveillance video for a serious incident is requested by SPPD, license holder shall have the technology, materials and staff available to immediately make a copy. In all other cases, License holder shall provide a copy of the surveillance video to the requestor within 48 hours.
5. Licensee shall monitor the street and sidewalk area in front of the bar for security reasons a minimum of once per hour during all hours of operation for any illegal or disorderly activities. Such activities must immediately be reported to the SPPD.
6. All doors to the bar must remain closed after 9:00 p.m. or whenever entertainment is occurring/offered.
7. Per City of Saint Paul Legislative Code 411.02, the definition of Entertainment A is, “Amplified or nonamplified music and/or singing by performers without limitation as to number, and group singing participated in by patrons of the establishment” (includes karaoke). Entertainment A license does not allow for patron and/or performance dances.
