Authorizing the appropriate City designees to solicit donations and enter into contracts for the purpose of holding City Council Inaugural events.

 

Body

WHEREAS, the City wishes to hold a City Council Inauguration Ceremony, open to the public, on Wednesday, January 4, 2012 and a City Council Inaugural Ball, open to the public, on Friday, January 6, 2012; and,

 

WHEREAS, The City intends to solicit donations from the public for the purpose of the City Council Inaugural Ball and related activities; and,

 

WHEREAS, Saint Paul Administrative Code §41.04 and §41.06 permit such solicitation subject to certain requirements; and,

 

WHEREAS, the City has designated an Inaugural Committee to be comprised of Trudy Moloney, Director of Council Operations; Jerry Hendrickson, Assistant City Attorney; Shari Moore, City Clerk; Ellen Biales, Legislative Aide - Ward 7; Nhia Vang, Deputy Legislative Hearing Officer; and Carol Novak, Executive Assistant - Ward 6; and,

 

WHEREAS, the Inaugural Committee, on behalf of the City Council, wishes to enter into a contract with a fund-raising agency to raise funds for the Council Inaugural Ball and related activities;

 

NOW THEREFORE, BE IT RESOLVED, that the City hereby authorizes the Inaugural Committee to solicit funds for the purpose of the Inaugural Ball and related activities; and,

 

BE IT FURTHER RESOLVED, that the City hereby authorizes  the proper city officials to enter into a contract with a fund-raising agency to raise funds for the Council Inaugural Ball and related activities in accordance with Saint Paul Administrative Code § 41.06; and,

 

BE IT FURTHER RESOLVED, that donations for the City Council Inaugural Ball and related activities are hereby accepted as gifts to the City, and all donations are directed to be processed according to proper and accepted accounting practices, be made public, and be subject to periodic audit; and,

 

BE IT FURTHER RESOLVED, that said donations be appropriated for the use of the City Council Inaugural Ball and related inaugural activities, and that such donations may not be used for the purchase of alcohol; and,

 

BE IT FINALLY RESOLVED, that the proper City officials are hereby authorized to enter into contracts for a location and catering for the City Council Inaugural Ball.
