Approving assessment costs and setting date of City Council public hearing to ratify the assessments for improvements on Jackson Street from 11th to University. (File No. 19203, Assessment No. 175205)

WHEREAS, the Office of Financial Services Real Estate Section has prepared the attached Report of Completion of Assessment for the assessment of benefits, cost and expenses for constructing concrete curb and gutter, new bituminous roadway, new sidewalk as needed, boulevard landscaping, trees where possible, and lantern style street lighting, and
WHEREAS, costs of street construction, sidewalk and boulevard improvements and street lighting systems are authorized to be assessed to property owners under Minnesota State Statute, Sec. 429.012; and
WHEREAS, costs of such improvements are further authorized for assessment by Chapter 14 of the Saint Paul City Charter and Legislative Code Chapter 64; and
WHEREAS, procedures authorized under Minn. Stat. Chapter 429 have been placed upon the record of this council in the following resolutions:
Preliminary Order: 17-379 Approved 03/01/2017
Final Order: 17-73 Approved 04/12/2017
WHEREAS, the Office of Financial Services Real Estate Section has prepared for the Council's consideration the attached Assessment Roll listing the benefited property, the property owner, the service provided and the charges for the service; and hereby submits the Assessment Roll for the City Council's consideration to adopt and levy the charges as an assessment against the benefited property; now, therefore be it
RESOLVED, that the Saint Paul City Council hereby accepts and approves said Report of Completion of Assessment and Assessment Roll; and be it further
RESOLVED, that a public hearing be had on said assessment on the 16th day of October, 2019 at 5:30 p.m., in the Council Chambers of the Court House and City Hall Building, in the City of Saint Paul; and that the Office of Financial Services Real Estate Section provide mailed and published notice of the same as required by law.
