Title

Authorizing the acceptance by the Department of Emergency Management of $1,505,142.29 in total grant funding from the Federal Emergency Management Agency (FEMA) to build and sustain the capabilities of the urban area to prevent, protect against, mitigate, respond to, and recover from acts of terrorism and other hazards; authorizing the execution of a grant agreement; and amending the 2026 Grant Budget.

Body

WHEREAS, the Emergency Management Department would like to accept the 2025 Urban Area Security Initiative (UASI) grant from the Federal Emergency Management Agency, which provides funds to build and sustain the capabilities of the urban area to prevent, protect against, mitigate, respond to, and recover from acts of terrorism and other hazards; and

 

WHEREAS, the City Council previously approved the submission of the grant application in RES 25-1281; and

 

WHEREAS, the Emergency Management Department’s mission is to build, sustain, and improve our community’s capability to mitigate against, prepare for, respond to, and recover from threatened or actual disasters; and

 

WHEREAS, the City of Saint Paul will ensure that all FY2025 UASI-funded projects and expenditures align with the National Priority Areas identified in the FY2025 UASI Notice of Funding Opportunity, including Soft Targets and Crowded Places, Cyber Security, Supporting Fusion Centers, and Enduring Needs, in support of the Twin Cities Urban Area;

 

WHEREAS, the grant amount would be $1,505,142.29 with a grant term of January 1, 2026, to December 31, 2027, and the funding source for this grant is federal pass-through; and

 

WHEREAS, the Grants Division of the Office of Financial Services has reviewed and approved the Intent to Apply request; and

 

WHEREAS, the spending and financing plans have not been established for this grant; and

 

WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation funds of $1,505,142.29 in excess of those estimated in the 2025 budget; and

 

WHEREAS, the City certifies that it will comply with all applicable laws and regulations as stated in the grant agreement; now, therefore, be it

 

RESOLVED, that the Saint Paul City Council authorize the Emergency Management Department to accept the 2025 Urban Area Security Initiative grant and the budget is adopted as outlined in the attached financial analysis.
