Approving a Neighborhood Sales Tax Revitalization Program (STAR) award to Hmong Village, INC including business subsidy requirements.

WHEREAS, on May 15, 2026, the Neighborhood STAR Board reviewed a proposal for a $200,000 grant through the 2026 Neighborhood STAR Program to Hmong Village, Inc and Hmong Village - 2025 project located at 1001 Johnson Parkway, Saint Paul, MN 55106 (the “Project”); and
WHEREAS, on December 12, 2025, by RES 25-1614, the Mayor and Saint Paul City Council approved a $200,000 grant to Hmong Village, Inc through the Neighborhood Sales Tax Revitalization Program to finance Roof repairs and exterior painting at 1001 Johnson Parkway, Saint Paul, MN 55106; and
WHEREAS, on this date the City Council held a duly noticed public hearing on the business subsidy, and after consideration of the Project, the City Council hereby determines there is a public purpose to take the actions described in and approved by this Resolution for the following reasons: removal of blight, goods & services availability to the East Side, maintain tax base of the City of Saint Paul, support vitality of industry, stabilize market value, retain local businesses, and generate private investment; now therefore be it
RESOLVED, that the City Council authorizes and approves a business subsidy award to Hmong Village, Inc for the Project, which includes a $200,000 grant of Neighborhood STAR Program funds, which are required to be structured as a forgivable loan; and
RESOLVED, that the City Council authorizes and approves the execution of a business subsidy agreement by the appropriate City officials with Hmong Village, Inc and the execution of all documents and instruments necessary and ancillary thereto to effectuate the activities to be undertaken by this Resolution and RES 25-1614 with respect to Hmong Village, Inc, subject to approval by the City Attorney’s Office; and
RESOLVED, that the City Council authorizes and approves staff to take all actions necessary to carry out the activities authorized by this Resolution, subject to approval by the City Attorney’s Office; and
FINALLY RESOLVED, that this Resolution does not constitute a binding legal agreement; rather, the business subsidy consisting of a $200,000 grant of Neighborhood STAR Program funds, structured as a forgivable loan, shall not be effective until a business subsidy agreement is executed by the appropriate official(s) of the City.
