Authorizing the Department of Parks and Recreation to accept $75,000 allocated from the Capitol Region Watershed District’s Special Projects Grant Program and to establish a financing and spending budget in the Department of Parks and Recreation to add $75,000 to complete a feasibility study for the Victoria Park stormwater project.
Body
WHEREAS, the Capitol Region Watershed District (CRWD) has an approved Watershed
Management Plan which includes funding for implementing Best Management Practices (BMPs) throughout the Watershed District; and
WHEREAS, the CRWD has adopted and approved the 2017 Budget and Work Plan which includes funding for Special Projects and Grants; and
WHEREAS, the City of Saint Paul is committed to a sustainable future including cleaner air, soil, water, and other natural resources; and
WHEREAS, the City supports, and will continue to support, collaboration with the Capital Region Watershed District and other agencies and groups to provide resources for increasing water quality, and for providing a cleaner environment throughout the city; and
WHEREAS, the CRWD and the City have worked cooperatively to develop a project approach/workplan that is acceptable to both parties; and
WHEREAS, the CRWD Board of Managers has authorized payment of no more than $75,000 for the study costs of the Victoria Park stormwater project; and
WHEREAS, the City wishes to establish a financing and spending budget in the amount of $75,000 to complete a feasibility study for the Victoria Park stormwater project; now, therefore, be it
RESOLVED, by the Council of the City of Saint Paul, that the Department of Parks and Recreation is authorized to accept allocated funds from the Capitol Region Watershed District’s Special Projects Grant Program, and that the proper city officials are authorized to execute the necessary grant agreement, which includes an indemnification clause, and staff is authorized to apply for reimbursement from the grant funds approved for the project; and
FUTHER RESOLVED, by the City Council of the City of Saint Paul, upon recommendation of the Mayor, and the advice of the Long Range Capital Improvement Budget Committee, that $75,000 is available for appropriation in the 2017 Capital Improvement Budget, and said 2017 budget, as heretofore adopted by the Council.
