Approving the use of grant funds through the Ward 7 Neighborhood Star Year-Round Program for Saint Paul Urban Tennis in partnership with the Department of Public Works.

WHEREAS, on September 15, 2023, the Neighborhood STAR Board reviewed a proposal for STAR grant financing through the Ward 7 Neighborhood STAR Year-Round Program from Saint Paul Urban Tennis in partnership with Saiint Paul Public Works for the construction of pedestrian improvements and engineering costs at 6th Street and Kennard Street; and

 

WHEREAS, the Neighborhood STAR Board rates grant requests on a scale from 1 (low) to 5 (high) with Saint Paul Urban Tennis in partnership with St. Paul Public Works proposal for the construction of pedestrian improvements and engineering costs at 6th Street and Kennard Street receiving a final score of 1.5; and
                     

WHEREAS, due to the community significance of this project, a waiver to City Council approved Neighborhood STAR Guidelines is being recommended to eliminate the required $1 for $1 match for grants of over $50,000 with private resources; and

WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of this activity by providing grant financing up to $55,000 to Saint Paul Urban Tennis in partnership with St. Paul Public Works for the construction of pedestrian improvements and engineering costs at 6th Street and Kennard Street; now be it

RESOLVED, by the City Council of the City of Saint Paul, upon the recommendation of the Mayor that funds are available for appropriation, that the Neighborhood STAR award described above is hereby approved; and be it

 

FURTHER RESOLVED, the required $1 for $1 match for grants of over $50,000 with private resources is hereby waived; and be it

 

FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution, including finalizing all documents and agreements, subject to approval by the City Attorney’s Office.
