Authorizing the submission of a substantial amendment to the 2010-2014 Consolidated Plan and 2010 Annual Action Plan to the United States Department of Housing and Urban Development for grant funds through the Neighborhood Stabilization Program 3 under the Wall Street Reform and Consumer Protection Act of 2010.

Whereas, the Neighborhood Stabilization Program 3 is an allocation of funds provided under Section 1497 of the Wall Street Reform and Consumer Protection Act of 2010 for the purpose of assisting in the redevelopment of abandoned and foreclosed homes; and
Whereas, the City Council did approve submission of an application for funding through the first Neighborhood Stabilization Program on November 19, 2008; and
Whereas, the City Council did approve submission of an application for funding through the Neighborhood Stablilization Program 2 on July 8, 2009; and
Whereas, activities funded by the first Neighborhood Stabilization Program and the Neighborhood Stabilization Program 2 are currently underway; and
Whereas, the appropriate public comment process regarding the proposed use of Neighborhood Stabilization Program 3 funds is being conducted and will conclude on February 25, 2010, prior to submittal of the Substantial Amendment, in accordance with the requirements of the United States Department of Housing and Urban Development.
Now, therfore, be it resolved, that Mayor Christopher B. Coleman, as Chief Executive Officer of the City of Saint Paul or his designated representatives, is hereby authorized and directed to submit the Neighborhood Stabilization Program 3 Substantial Amendment to the 2010-2014 Consolidated Plan and 2010 Action Plan to the United States Department of Housing and Urban Development in such form as prescribed by regulations of said Department; and
Be it further resolved, that the Mayor or his designated representatives are further authorized to submit to the United States Department of Housing and Urban Development any assurances, certifications, technical changes or additional information that may be required by said Department during their review of the City's Neighborhood Stabilization 3 program; and
Be it further resolved, that upon notification of approval of the City of Saint Paul's Neighborhood Stabilization Program 3 funding, the City Council does hereby authorize the proper City officials to execute grant agreements and contracts between the United States Department of Housing and Urban Development and the City of Saint Paul; and
Be it further resolved, that the proposed activities include acquisitions, rehabilitations, demolitions, redevelopment, land-banking, providing financial incentives, and program administration; and
Be it finally resolved, that the scheduled Neighborhood Stabilization 3 allocation amount for the City of Saint Paul is $2,059,877.
