Stated Reason for Appeal (if given): PO requested temporary hold back in October 2024 with Gene's Disposal due to vacancy

Staff Comments: No one has been actively living at the property since October 2024. The PO requested a hold from October 2024-April 2025 on October 31, 2024. The PO did not contact us again until April 2026, when staff entered an Unoccupied Dwelling Registration with a start date of April 1, 2026. Staff offered a legislative hearing to the PO to dispute past charges, but the PO did not respond until September 2026. Staff does not recommend removing or reducing assessment.

 

Body

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with the collection of delinquent garbage bills for services during [time period] [RE Project #] and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby [ratified and payable in one installment, ratified and reduced, deleted; ratified and made payable over X years).
